INTRODUCTION

The Stakeholders Forum is an integral part of the 17th Commonwealth Education Ministers Meeting (17CCEM), bringing together civil society, the private sector, academia and other non-state actors involved in Commonwealth education. As in the past, the Forum will provide a platform alongside the Ministerial deliberations to discuss successes and challenges of education in the Commonwealth. It will also be an opportunity to build partnerships and undertake advocacy to influence the direction of Commonwealth education policy and practice. Participants at the Stakeholders Forum will be able to interact with Ministers and officials as well as with delegates of the parallel forums: the Teachers Forum, the Vice-Chancellors Forum and the Youth Forum. The focus of the Stakeholders Forum,Making Connections and Building Partnerships: Towards and Beyond Global Goals and Targets and the related sub-themes reflect education concerns central to the Education for All (EFA) and Millennium Development Goals (MDG) agenda, as well as considering issues beyond the scope of the current targets.

The Stakeholders Forum is organised jointly by the Malaysian Institut Aminuddin Baki (the National Institute of Educational Management and Leadership, Ministry of Education) and Commonwealth Foundation , an intergovernmental body mandated to support and work with civil society.

 
OBJECTIVES
  • To assess the progress of the key messages and decisions taken at previous Commonwealth and other international educational platforms;
  • To foster new thinking and promote fresh ideas about partnerships and collaboration between stakeholders in meeting the challenges of a new era;
  • To share examples of good practice and policies of improving education; and
  • To identify approaches and to communicate to governments priority areas for action.
 
PROGRAMME

The workshops and panel discussions will address four sub-themes:

  1. Making inclusive access and learning a reality targeting groups who are vulnerable to marginalisation and exclusion.
  2. Achieving a continuum in education reviewing the transition and strengthening connections between the various stages of education from early childhood to tertiary and beyond.
  3. Redefining quality in education examining the environments, contexts, content, inputs, processes and outcomes that help education achieve social change.
  4. Realising the potential of non-state actors exploring the potential for greater synergy between the state and non-state actors who also play a strong role in education provision.

Five workshops will be held under each of the four concurrent sub-themes and delegates will be able to participate in any of these 20 events.

The workshop sessions will seek to identify strategies, commitments and recommendations which will inform policy and decision-making at national, regional and international levels. They will also facilitate networking and partnership-building and help to strengthen the capacity of civil society groups and other non-state actors for credible engagement and advocacy in advancing the EFA and MDS agendas.
